I think that’s a laughing gull. We have gulls just like that at our ocean. They LOVE orange food and will dive bomb us to get it. (Goldfish Crackers, Cheez -It’s, Cheese Doodles). I have never seen them in the road like that. Dude was hungry.
I never knew about the orange food – will have to try an experiment…

Nice capture. We are amazed how many birds seem to make straight for the car. Pheasants, in particular, seem to wait in the hedgerows and dash across in front of it
Suburban pigeons seem to have a death wish too. Pheasants seem remarkably dim in terms of road sense.
